Miscellaneous
Except as expressly provided in a particular legal notice posted by the City of San Fernando on this site, these Terms and Conditions constitute the entire agreement between you and the City of San Fernando with respect to the use of this site and the Materials. The City of San Fernando's failure to insist upon or enforce strict performance of any provision of these Terms and Conditions shall not be construed as a waiver of any provision or right. Neither the course of conduct between the parties nor trade practice shall act to modify any provision of these Terms and Conditions. The City of San Fernando may assign its rights and duties under these Terms and Conditions to any party at any time without notice to you.
DIVISION 3. - REFUND OF MONEY RECEIVED BY CITY
Sec. 2-681. - Refund of claims generally.
Whenever any money is collected or received by the city, it may be refunded, in whole or in part, if a claim in writing therefore is filed with the city clerk within 180 days after the date of such collection or receipt. The claim shall be made on forms prescribed by the city clerk.

Sec. 2-682. - Conditions.
A refund under section 2-681 may be made only under the following conditions:

Sec. 2-683. - Action on claims.
When a claim is filed with the city clerk under section 2-681 of this division, it shall be transmitted to the head of the department which collected or received the money and to the city attorney for their recommendations, and then to the city council. The city council shall then consider such claim and recommendations and, upon finding that there exists one of the conditions specified in section 2-682, shall, by order, authorize the refund; otherwise such claim shall be denied.

Sec. 2-684. - Deductions.
There shall be deducted from each refund made under this division a sum equal to 25 percent of the amount otherwise refundable, not to exceed, however, a maximum of $25.00 and not less than a minimum of $3.00 to be applied for clerical and other expenses entailed by the transaction, unless the council finds that the money was collected or received primarily through a mistake of the city, when the council may determine that no deduction from such refund shall be made.

Sec. 2-685. - Quarterly reports.
The city clerk shall make and transmit to the council, quarterly, a detailed report of any refunds made under this division, showing the names and addresses of the persons receiving such refunds, the amounts thereof, the type or kind of payments refunded and the reasons why such refunds were made.

Sec. 2-686. - Applicability to refunds under other ordinances.
This division shall not apply to money collected or received or to refunds provided for under any other ordinance providing a refund procedure

The City of San Fernando has created this privacy statement in order to demonstrate our firm commitment to privacy. The following discloses our information gathering and dissemination practices for this website.
This site contains links to other sites. The links on the City of San Fernando's site are included as a convenience for the residents of the City. They are not expressly or impliedly an endorsement of any product, service, business or person. To avoid any perception that the City of San Fernando endorses or provides favorable treatment to any private person or business enterprise, no corporate or commercial logo or direct links to a vendor or commercial site are allowed. Collection of Information
On certain occasions, the public has opportunities to share personal information online with the City in order to facilitate better correspondence and service. This information includes but is not limited to email addresses, responses to surveys, registering for services to be created.
Use of Information
Confidentiality of Information
The City of San Fernando will not disclose to the public personal information which the City receives on-line pursuant to Government Code ยง 6255, unless disclosure is otherwise required under federal or state law, including, but not limited to the California Public Records Act, or by court order or decree. The City of San Fernando understands that users of this website have an expectation that their personal information will remain private to the extent permissible by law.
The City will use best efforts to maintain the confidentiality of information it receives on-line to the same extent it is legally able to do so with respect to information obtained through other means. The City of San Fernando will not sell such personal information to third parties or private organizations.
The City of San Fernando also does not release any information about the collection of Internet Protocol addresses to any third party, unless disclosure is required by the California Public Records Act or by court order. The City of San Fernando's website archives web server log files in order to create aggregate statistical reports, detect errors, and for security reasons. Aggregate reports about website visitors are generated. The City of San Fernando will use best efforts not to have these reports contain any personally identifiable information. The web log files are eventually deleted.
